The Prime Minister, Shri Narendra Modi, on Thursday reviewed progress of key infrastructure sectors of roads, PMGSY, rural housing, urban housing, railways, airports and ports. The review meeting, which lasted for nearly two hours, was attended by top officials from infrastructure-related Ministries, NITI Aayog, and PMO.
In course of the presentation made by CEO NITI Aayog, Shri Amitabh Kant, it was noted that the pace of road construction has picked up significantly. The average road length constructed per day in FY 17-18 was 26.93 km, as compared to 11.67 km in FY 13-14.
The Prime Minister was informed about progress made in digitisation of the transport sector. Over 24 lakh RFID tags have been issued so far, and over 22 percent of toll revenue now comes from electronic toll collection. The “Sukhad Yatra” App, which provides information about road conditions, and facilitates lodging of complaints, has seen over one lakh downloads so far. The Prime Minister called for faster progress in electronic toll collection.
Under the Pradhan Mantri Gram Sadak Yojana, rural roads have now connected 88 percent of all eligible habitations. Over 44,000 villages have been connected in the period from 2014 to 2018, as compared to about 35,000 in the preceding four year period. The “MeriSadak” App has been launched in 10 regional languages, and has seen 9.76 lakh downloads so far. GIS Mapping of roads is underway, and 20 States have so far been hosted on the Geospatial Rural Road Information System (GRRIS). Green technologies, and non-conventional materials such as waste plastic and fly ash, are being used in rural road construction.
In the railways sector, there has been significant addition in capacity and rolling stock. Additions in “new lines, doubling and gauge conversion” between 2014 and 2018, was to the extent of 9528 kilometres, which is 56 percent higher than the preceding four year period.
Similarly, in the aviation sector, passenger traffic has grown by over 62 percent in the four year period between 2014 and 2018, as against 18 percent in the preceding four year period. Under the UDAN scheme, 27 airports are now operational in tier 2 and tier 3 cities.
In the ports sector, traffic volume in major ports increased by 17 percent in the period between 2014 and 2018.
In the rural housing sector, the Prime Minister was informed that over one crore houses have been constructed in the period from 2014 to 2018, as compared to about 25 lakh houses in the preceding four year period. This has boosted employment in the housing sector and related construction industries. According to an independent study, the average construction completion time has dropped sharply, from 314 days in 2015-16, to 114 days in 2017-18. Stress is also being given to disaster resilience, and low cost housing design typologies.
In urban housing, emphasis is being laid on new construction technologies. 54 lakh houses have been sanctioned under Pradhan MantriAwaas Yojana (Urban), since the inception of the scheme.

इतनी सवेरे, सवेरे, इतना बड़ा जन-सागर! मैं कल्पना नहीं कर सकता हूं कि चारों तरफ लोग ही लोग नजर आ रहे हैं! मैं सबसे पहले आप सबसे क्षमा चाहता हूं, क्योंकि हमने जो व्यवस्था करी थी वो व्यवस्था कम पड़ गई और बहुत लोग धूप में खड़े हैं, उनको कष्ट हो रहा है, उसके बावजूद भी आशीर्वाद देने के लिए आए हैं। मैं उनका आभार भी व्यक्त करता हूं; और मैं उनसे क्षमा भी चाहता हूं। लेकिन जो धूप में खड़े हैं उनको मैं विश्वास दिलाता हूं कि ये ताप में आप जो तप रहे हैं, ये आपकी तपस्या हम कभी बेकार नहीं जाने देंगे।
भाइयो, बहनों, मैं उत्तर प्रदेश सरकार को, विशेष रूप से उत्तर प्रदेश के मुख्यमंत्री जी को, हृदयपूर्वक बहुत-बहुत बधाई देता हूं। क्योंकि आज उन्होंने एक पशुधन आरोग्य मेले की योजना की। और ये पशुधन आरोग्य मेला, मैं जब वहां गया तो करीब-करीब 1700 पशु अलग-अलग जगह से, अलग-अलग जगह से यहां आए हैं और उन पशुओं के आरोग्य के लिए, पशुओं के आरोग्य के लिए वहां पर सारे expert doctor आए हैं। और वो डॉक्टर बंधु भी पशु के आरोग्य की चिंता कर रहे हैं। और मुझे विश्वास है कि जैसे उत्तर प्रदेश सरकार ने कोशिश किया, अब वे पूरे उत्तर प्रदेश में पशुधन आरोग्य मेला लगाएंगे और पशुधन आरोग्य मेले के द्वारा हमारा गरीब किसान, जो पशु की देखभाल करने में कभी-कभी संकोच करता है, आर्थिक कारणों से कभी-कभी वो कर नहीं पाता है, और इसलिए ऐसे, ऐसे किसानों को ये पशुधन आरोग्य सेवा के कारण बहुत बड़ी राहत होगी।
और हम जानते हैं कि कृषि के क्षेत्र में, कृषि के क्षेत्र में हमारे किसानों को आय में अगर सबसे ज्यादा कोई मदद पहुंचाता है, तो वो मदद पशुपालन, दूध उत्पादन के द्वारा पहुंचती है। और इसलिए पशुपालन और दूध उत्पादन के द्वारा, हमारे आरोग्य पशु मेले के द्वारा आने वाले दिनों में गांव, गरीब किसान, हमारे पशुपालक; उनके लिए बहुत ही उत्तम सेवा होगी, सुविधा होगी। और इस काम के लिए मैं उत्तर प्रदेश की सरकार को हृदय से बहुत-बहुत बधाई देता हूं।
भाइयो, बहनों, राजनीति का स्वभाव होता है कि वे उसी काम को करना पसंद करते हैं जिसमें वोट की संभावना होती है। अपनी वोट बैंक मजबूत बनाने के लिए वो अपना काम किया करते हैं। लेकिन भाइयो, बहनों हम अलग संस्कारों से पले-बढ़े हैं, हमारा चरित्र अलग है। हमारे लिए दल से बड़ा देश है और दल से बड़ा देश होने के कारण हमारी प्राथमिकताएं वोट के हिसाब से नहीं होती हैं।
आज ये पशुधन आरोग्य मेला- उन पशुओं की सेवा कर रहे हैं, जिन पशुओं को कभी वोट देने के लिए नहीं जाना है। ये किसी के वोटर नहीं हैं। और आज तक, 70 साल में पशुधन के लिए इस प्रकार का अभियान कभी चलाया नहीं गया है। आरोग्य सेवा मिलने के कारण पशुपालन में एक नई सुविधा मिलेगी, एक नई व्यवस्था मिलेगी।
आज हमारा देश दूध उत्पादन में काफी आगे है। लेकिन प्रति-पशु दुनिया में जो दूध मिलता है, उसकी तुलना में हमारे यहां पशु दूध बहूत कम देता है। और उसके कारण पशु-पालन महंगा हो जाता है। प्रति-पशु अगर दूध उत्पादन बढ़ाने में हम सफल होते हैं, तो मुझे विश्वास है कि हमारे किसानों को पशु-पालन में रुचि बढ़ेगी और दूध उत्पादन के द्वारा एक नई आर्थिक क्रांति को भी जन्म मिलेगा।
भाइयो, बहनों, मेरा जन्म गुजरात में हुआ, मेरा कार्यक्षेत्र गुजरात रहा, और मैंने देखा है कि वहां सहकारी प्रवृत्ति के माध्यम से दूध के लिए जो काम हुआ है, उस काम ने वहां के किसानों के जीवन को एक नई ताकत दी है। मुझे बताया गया कि लखनऊ-कानपुर के इलाके में गुजरात से आई हुई बनास डेयरी ने किसानों से दूध खरीदने का प्रारंभ किया है। और उसके कारण पहले किसानों को जो दूध मिलता था, उससे अनेक गुना दूध आज किसानों को दूध के दाम मिल रहे हैं। आने वाले दिनों में मुझे बताया गया कि काशी क्षेत्र के किसानों का दूध भी बनास डेयरी खरीदने के लिए शुरू करने वाली है।
मुझे विश्वास है कि जब ये दूध खरीदने का काम शुरू होगा, डेयरी के माध्यम से शुरू होगा, fat के आधार पर खरीद करना शुरू होगा तो इस काशी क्षेत्र के किसानों को भी बहुत बड़ी मात्रा में दूध के दामों में बढ़ोत्तरी होगी और उनकी आय में भी बढ़ोत्तरी होगी। और इसलिए किसानों के लिए, पशु-पालकों के लिए, दूध उत्पादकों के लिए, गुजरात सरकार की मदद से, बनास डेयरी की मदद से; उत्तर प्रदेश सरकार ने जो अभियान चलाया है; मैं उत्तर प्रदेश सरकार को और उत्तर प्रदेश के किसानों को ये शुभकामनाएं देता हूं कि दूध उत्तपदन , पशु-पालन का काम आगे बढ़ाने में हम सब मिल करके प्रयास करें।
भाइयो, बहनों, 2022, भारत की आजादी के 75 साल होंगे। और भारत की आजादी के 75 साल 2022 में हो रहे हैं, तब, हमारे देश की आजादी के दीवानों ने जो सपने देखे थे, उन सपनों को पूरा करने के लिए हम सबने मिल करके संकल्प करना चाहिए। पांच साल के लिए, उस संकल्प के लिए, अपनी शक्ति और समय लगना चाहिए, उन संकल्प को पूरा करके रहना चाहिए। अगर हिन्दुसतान के सवा सौ करोड़ नागरिक एक-एक संकल्प लेते हैं तो देश पांच साल के भीतर-भीतर सवा सौ करोड़ कदम आगे बढ़ जाएगा। और इसलिए भाइयो-बहनों, 2022, आजादी का संकल्प।
हमारा संकल्प है 2022 तक हम हमारे किसानों की आय double करें, दोगुना करें। और उसके लिए पशु-पालन एक मार्ग है, खेती में आधुनिकता लाना एक मार्ग है, soil health card के द्वारा जमीन की जांच हो, परख हो और किसान को पूरी उसकी मदद मिले, इस काम को बल देने के दिशा में काम कर रहे हैं।
उत्तर प्रदेश में भी नई सरकार बनने के बाद जिस तेजी से किसानों को जिस प्रकार से soil health card देने का काम चला है, वो आने वाले दिनों में हमारे किसानों की भलाई के लिए काम आने वाला है।
उसी प्रकार से हम में से कोई गंदगी में जीना पसंद नहीं करता है। कोई इंसान नहीं होगा जो गंदगी को नफरत नहीं करता है। हर किसी को गंदगी के प्रति नफरत है। लेकिन स्वच्छता ये हमारी जिम्मेदारी है, ये स्वभाव हमारे देश में पनपा नहीं है। हम गंदगी करते हैं, स्वच्छता कोई और करेगा; इसी हमारी मानसिकता का परिणाम है कि हमें भारत को जैसा स्वच्छ बनाना चाहिए, हमारे गांवों को जैसा स्वच्छ बनाना चाहिए, हमारे नगरों को जैसा स्वच्छ बनाना चाहिए; हम नहीं बना पा रहे हैं। आप में से कोई इस बात से इनकार नहीं कर सकता कि स्वच्छता, ये हर नागरिक की जिम्मेवारी है। स्वच्छता, ये हर परिवार की जिम्मेवारी है और इसलिए ये स्वच्छता, ये सिर्फ इसलिए अच्छा गांव लगे, अच्छा मोहल्ला लगे; इतने से काफी नहीं है। स्वच्छता हमारे आरोग्य के लिए बहुत जरूरी है। भांति-भांति की जो बीमारियां बढ़ रही हैं, उसके मूल में गंदगी होती है।
अभी यूनिसेफ ने 10,000 परिवारों का सर्वे किया भारत में। Toilet बनाने वाली बात को लेकर सर्वे किया और मैंने कल एक अखबार में पढ़ा कि यूनिसेफ ने कहा है, अगर toilet घर में है तो सालाना 50,000 रुपया जो बीमारी के पीछे खर्च होता है, वो बच जाता है। आज मुझे यहां पड़ोस में ही एक छोटे से गांव में toilet बनाने के काम करने का सौभाग्य मिला। और गांव के लोगों ने तय किया है कि वे 2 अक्तूबर तक गांव को open defecation free बनाएंगे। गांव का एक भी व्यक्ति 2 अक्तूबर के बाद खुले में शौच करने नहीं जाएगा; ये संकल्प गांव के लोगों ने लिया है। मुझे खुशी हुई कि नवरात्रि के इस पावन पर्व में मुझे शौचालय की ईंट रखने का सद्भाग्य मिला; मेरे लिए वह भी एक पूजा है। स्वचछता मेरे लिए पूजा है, स्वच्छता मेरे देश में गरीबों को बीमारी से मुक्त कराएगी। स्वच्छता मेरे देश में गरीबों को आरोग्य के कारण जो आर्थिक बोझ आता है, उससे मुक्ति दिलाएगी। और इसलिए ये गरीबों की भलाई करने का मेरा अभियान है और उसमें जो लोग साथ दे रहे हैं, मैं उनको बधाई देता हूं।
आज मुझे खुशी हुई, सामान्य रूप से हमारे देश में शौचालय शब्द प्रचलित है। लेकिन आज मैंने जिस गांव में जा करके शौचालय की नींव रखी; वहां जितने शौचालय बने हुए थे उस पर लिखा हुआ है, इज्जतघर। ये शब्द मुझे इतना अच्छा लगा, ये शौचालय सच्चेमुच में एक इज्जतघर है; खास करके हमारी बहन-बेटियों के लिए ये इज्जतघर है। और जहां इज्जतघर है, वहां घर की भी इज्जत है। जहां इज्जतघर है, वहां गांव की भी इज्जत है और इसलिए ये इज्जतघर शब्द देने के लिए, शौचालय को इज्जतघर से पहचानने के लिए, मैं उत्तर प्रदेश सरकार को इस काम के लिए भी बधाई देता हूं। उन्होंने शौचालय की प्रतिष्ठा बढ़ा दी है। इज्जतघर नाम आने वाले दिनों में जो भी इज्जत के लिए जागृत है, जिसको भी इज्जत की चिंता है, वो जरूर इज्जतघर बनाएगा, वो जरूर इज्जत का उपयोग करेगा और इज्जतवान बनेगा, ऐसा मेरा विश्वास है।
भाइयो-बहनों, हमारे देश में आज भी करोड़ों परिवार ऐसे हैं, उनके पास रहने के लिए अपना घर नहीं है, अपनी छत नहीं है। वे ऐसे गुजारा करते हैं कि जो किसी भी इंसान के लिए बहुत ही दयनीय होता है। भाइयो, बहनों, ये हमारा दायित्व है कि हम- हमारे गरीब से गरीब व्यक्ति को एक छत दें, गरीब से गरीब को रहने के लिए घर दें।
और इसलिए भाइयो, बहनों, हमने एक बहुत बड़ा बीड़ा उठाया है। मैं जानता हूं जो काम हमने उठाया है, बहुत मुश्किल काम है। लेकिन अगर मुश्किल काम मोदी नहीं करेगा तो कौन करेगा? और इसलिए भाइयो, हमने तय किया है, 2022-भारत की आजादी के 75 साल होंगे, हिन्दुस्तान के हर गरीब को उसका घर देंगे। चाहे गरीब शहर में रहने वाला हो, चाहे गरीब गांव में रहने वाला हो। जिसके पास भी घर नहीं होगा, उसको घर देने का बहुत बड़ा बीड़ा हमने उठाया है। और जब करोड़़ों की तादाद में घर बनेंगे, एक प्रकार से भारत में इतने घर बनाने हैं, यूरोप का एक जैसे नया छोटा देश हमें हिन्दुस्तान में बनाना है; इतनी संख्या में हमें नए घर बनाने हैं। और जब नए घर बनेंगे; ईंटा लगेगी, सीमेंट लगेगा, लोहा लगेगा, लकड़़ी लगेगी, नए-नए लोगों को रोजगार मिलेगा, मिस्त्री को काम मिलेगा, एक रोजगार का नया अवसर पैदा होगा जब करोड़ों-करोड़ों घर बनेंगे।
आज मुझे खुशी है कि उत्तर प्रदेश में पहले जो सरकार थी उसको हम चिट्ठियां लिखते रहते थे। हम कहते थे कि आप हमें सूची दो, लिस्ट बनाओ, आपके राज्य में कितने परिवार हैं जिनके पास घर नहीं है; भारत सरकार योजना बनाना चाहती है। मुझे दुख के साथ कहना पड़ता है कि पिछली सरकार, उसको गरीबों के घर बनाने में रुचि नहीं थी। हमने इतना दबाव डाला, इतना दबाव डाला, तब जा करके मुश्किल से 10,000 लोगों की सूची दी। लेकिन जब योगीजी की सरकार आई तो धड़ाधड़ उन्होंने काम शुरू किया और आज लाखों की तादाद में नाम उन्होंने register करवा दिए। इतना ही नहीं, आज मुझे जिनको घर बनने वाले हैं, उनके लिए राशि देने का भी मुझे सौभाग्य मिला।
भाइयो, बहनों, चाहे स्वच्छता की बात हो, चाहे गांवों में बिजली पहुंचाने की बात हो, चाहे स्कूलों में toilet बनाने की बात हो, चाहे गांव को खुले में शौच करने से मुक्त करने की बात हो, चाहे घर-घर में बिजली पहुंचाने की बात हो, चाहे घर-घर में लोगों को शुद्ध पीने का पानी पहुंचाने की बात हो, ये सारे काम ऐसे हैं जिसकी तरफ पहले हमारे देश में उदासीनता रही।
अगर मेरे गांव, गरीब किसान की जिंदगी बदलती है, हमारे मध्यमवर्गीय परिवार की जिंदगी बदलती है, तो देश हम जैसा बनाना चाहते हैं, वैसा बनके रहेगा और उसकी पहली शर्त है हमारे मध्यमवर्गीय परिवारों को मदद मिले। हमारे गरीब परिवारों को मदद मिले, उनकी जिंदगी में बदलाव आए। और इसलिए हमने उन सारी योजनाओं को बदल दिया है, उन सारी योजनाओं को ताकत दी है, जिसके कारण हमारे देश में एक बहुत बड़ा बदलाव आए।
भाइयो, बहनों, बनारस में भी स्वच्छता को ले करके कल कई project को लोकार्पण करने का मुझे अवसर मिला। करीब 600 करोड़ रुपयों की लागत से वहां पर sewage treatment plant, और हमने size इतनी बनाई है कि आज से 20 साल के बाद भी बनारस का विकास-विस्तार होगा तो भी ये व्यवस्था कम नहीं पड़ेगी, 20 साल के बाद भी कम नहीं पड़ेगी, इतना बड़ा काम हमने तय किया है।
हमने कूड़े-कचरे को waste में से wealth, इस पर भी बल दिया है। और waste में से wealth का बल देने के साथ-साथ हमने ये तय किया है कि कूड़े-कचरे से बिजली उत्पादन करने का काम किया जाएगा और कूड़े-कचरे से बिजली उत्पादन करके 40 हजार घरों में बिजली पहुंचा पाएंगे। हमने एक LED bulb का अभियान चलाया। अकेले काशी में जितने LED bulb लोगों के घरों में लगे हैं, इसके कारण हर परिवार का बिजली का बिल कम हुआ है। और जब मैंने हिसाब लगाया तो अफसरों ने मुझे बताया, अकेले काशी में जिन्होंने LED bulb लगाया है, उनका जो बिजली का बिल कम होगा, वो साल भर में हर व्यक्ति के पैसे जो बचेंगे, उसका total होगा सवा सौ करोड़ रुपया। आप कल्पना कर सकते हैं, सामान्य मानवी की जेब में पैसे बचें, किसी के 500 बचेंगे, किसी के 1000 बचेंगे, किसी को 250 बचेंगे, और पूरे शहर के सवा सौ करोड़ रुपया बचना, ये अपने-आप में गरीब और मध्यम वर्ग के बोझ को कम करने का हमारा उत्तम प्रयास है।
इतना ही नहीं, काशी में जो street light लगी है, वो भी अब LED bulb लगा है। और काशी में street light लगने के कारण, LED bulb के कारण, अकेले काशी में करीब-करीब 13 करोड़ रुपयों का बिजली का बिल कम हुआ है। काशी नगर-निगम के 13 करोड़ रुपया बचे हैं। इन 13 करोड़ रुपयों का उपयोग अब काशी के विकास के लिए और कामों में होगा। सरल उपाय, सिर्फ पुराने लट्टू को बदल के LED का लट्टू लगा दिया, और सवा सौ करोड़ रुपया नागरिकों के, 13 करोड़ रुपया नगर-निगम के, ये बच जाना, अपने-आप में हम किस प्रकार से स्विचिता ला रहे हैं।
भाइयो, बहनों, काला धन हो, भ्रष्टाचार हो, बेईमानी हो; उसके खिलाफ मैंने एक बहुत बड़ी लड़ाई छेड़ी है। इस देश के सामान्य ईमानदार आदमी को इसलिए मुसीबत झेलनी पड़ती है क्योंकि बेईमान, ईमानदार की इमानदारी को लूट रहे हैं। और इसलिए भाइयो, बहनों, ईमानदारी का ये अभियान आज एक उत्सव के रूप में पनप रहा है। जिस प्रकार से जीएसटी में छोटे-छोटे व्यापारी भी जुड़ रहे हैं, जिस प्रकार से आधार के साथ लोग जुड़ रहे हैं, और जो पैसे कहीं निगल जाते थे, वो सारे पैसे, जनता के पाई-पाई का खर्चा, जनता की भलाई के लिए होगा; ये काम हमने करना प्रारंभ किया है। बहुत तेजी से आगे बढ़ रहे हैं। और इसलिए मेरे भाइयो, बहनों, यहां के गांव, गरीब और किसान का विकास, हमारे शहरों का विकास; विकास, एक मात्र मंत्र ले करके हम चल रहे हैं, और इतनी बड़ी तादाद में आ करके आप ने आशीर्वाद दिया, मैं हृदय से आपका आभार व्यक्त करता हूं।
हमारे महेन्द्र पांडे जी का ये संसदीय क्षेत्र है और जो ऊर्जा, जो उत्साह और उमंग आपने दिखाया है, इसके लिए मैं आपका हृदय से आभार व्यक्त करता हूं। मैं फिर एक बार योगी सरकार के महत्वपूर्ण कदमों की बधाई देता हूं, और जिस सफलतापूर्वक छह महीने के भीतर-भीतर उन्होंने उत्तर प्रदेश में बदलाव लाने का बीड़ा उठाया है, सफलतापूर्वक आगे बढ़ रहे हैं; उनको मैं बहुत-बहत बधाई देता हूं, बहुत-बहत धन्यवाद देता हूं।

The Prime Minister, Shri Narendra Modi, today performed Shramdaan for the construction of a twin pit toilet at Shahanshahpur village in Varanasi. He interacted with the people, who have resolved to make the village open-defecation-free. He appreciated their initiative of naming the toilet “Izzat Ghar.”
The Prime Minister visited a Pashudhan Arogya Mela organised at the village. He was briefed on various health and medical activities being performed at the premises. These included surgeries on cattle, ultrasonography etc.
Addressing a large gathering on the occasion, the Prime Minister congratulated the Chief Minister of Uttar Pradesh, Yogi Adityanath, and the State Government, for the successful setting up of the Pashudhan Arogya Mela. He said this is a new effort which would benefit the animal husbandry sector in the State. He said that increase in milk productivity will lead to economic benefit for the people. He said cooperatives can help consolidate the gains in the dairy sector, as has been the case in other parts of the country.
Describing the well-being of people as the priority for governance, the Prime Minister reiterated the pledge to double farm incomes by 2022. He noted that soil health cards are benefiting farmers significantly. He said each one of us should resolve to make a positive contribution by 2022, to achieve the India that our freedom fighters dreamt of.
The Prime Minister said that the feeling of “cleanliness being our responsibility”, needs to be inculcated among all. He said this would go a long way towards ensuring wellness, and protecting the health of the poor. He said Swachhta is like a prayer for him, and cleanliness is a way to serve the poor.
The Prime Minister, Shri Narendra Modi, today chaired his twentieth interaction through PRAGATI – the ICT-based, multi-modal platform for Pro-Active Governance and Timely Implementation.
The Prime Minister began the meeting with a review of the situation arising out of flood and other natural calamities in the North-Eastern States. He assured the States of all possible help from the Centre.
The Prime Minister urged all Chief Secretaries to work expeditiously towards ensuring that all traders register under the GST regime, and this task is completed before August 15th.
The Prime Minister reviewed the progress towards handling and resolution of grievances related to CPWD, and Directorate of Estates. He asked the Ministry of Urban Development to proactively monitor the same, with sensitivity. He urged CPWD to encourage all vendors to come aboard the Government e-Marketplace (GeM) platform.
The Prime Minister reviewed the progress of vital and long-pending infrastructure projects in the railway, road and petroleum sectors, spread over several states including Maharashtra, Karnataka, Andhra Pradesh, Tamil Nadu, West Bengal, Odisha, Uttar Pradesh, Uttarakhand, Himachal Pradesh, and Arunachal Pradesh. The projects reviewed today, include the Chennai Beach-Korukkupet third line and the Chennai Beach-Attippattu fourth line; the Howrah-Amta-Champadanga new Broad Gauge line; and four-laning of Varanasi bypass; four-laning of Muzaffarnagar-Haridwar section of NH-58. Noting that several of the projects reviewed today have been pending for decades, and in one case, over four decades, the Prime Minister urged all Chief Secretaries to take all possible steps to avoid delays, and resulting cost escalations. He emphasized on speedy implementation of such infrastructure projects.
The Prime Minister reviewed the progress of the Pradhan Mantri Awas Yojana (Urban). He urged the concerned departments to accelerate the adoption of new construction technologies at the earliest.
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given ex-post facto approval to the proposals for
(i) Extension of tenure of loans under the Credit Linked Subsidy Scheme (CLSS) vertical of Pradhan MantriAwasYojana (Urban) Mission from 15 to 20 years (to be renamed as CLSS for EWS/LIG. It will be named as CLSS for economically weaker sections of society / Lower Income Group;
(ii) Introduction of a new Credit-Linked Subsidy Scheme for MIG” for targeting the MIG category;
(iii) Allowing the Primary Lending Institutions (PLIs) that have signed MoU with the Central Nodal Agencies (CNAs), under the CLSS vertical of PMAY(Urban) (now CLSS for EWS/LIG), the option to extend the mandate of their MoU to CLSS for MIG with appropriate changes as applicable;
(iv) For rationalizing/introducing the processing fees payable to the PLIs for the loans sanctioned under these schemes;
(v) Allocation of Rs. 1000 crore initially in the budget for 2017-18 at the BE stage for the proposed CLSS for MIG and
(vi) Issue of the operational guidelines for CLSS for MIG with approval of the Minister-in-charge.
Objectives
a. Increase the off-take in EWS and LIG segments under existing Pradhan MantriAwasYojana (Urban) – Housing for All Mission;
b. Outreach to the Middle Income Group (MIG);
c. Make procedures easy for the Primary Lending Institutions (PLIs);
d. Provide an incentive to PLIs for increased participation in the housing and urban development sector;
e. Make available funds through necessary funds through Budgetary provisions and
f. Clearly define the procedure /implementation of programmes.
The outreach of the schemes will ensure greater participation amongst the EWS, LIG and MIG segment of the society to provide Housing for All by 2022, thereby ensuring equity and inclusiveness.
The interest subsidy to be disbursed to the beneficiaries will be credited to their home loan accounts after the PLIs have satisfied the eligibility criteria through their due diligence processes.
The proposed interest subsidy scheme for the MIG is an innovative approach to address the needs of housing of this category.
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved a new scheme for promotion of Rural Housing in the country. The Government would provide interest subsidy under the scheme. Interest subsidy would be available to every rural household who is not covered under the Pradhan Mantri Aawas Yojana (Grameen), PMAY(G).
The scheme would enable people in rural areas to construct new houses or add to their existing pucca houses to improve their dwelling units. The beneficiary who takes a loan under the scheme would be provided interest subsidy for loan amount upto Rs. 2 Lakhs.
National Housing Bank would implement the scheme. The Government would provide net present value of the interest subsidy of 3 percent to the National Housing Bank upfront which will, in turn, pass it to the Primary Lending Institutions (Scheduled Commercial Banks, NBFCs etc.). As a result the equated monthly installment (EMI) for the beneficiary would be reduced.
Under the scheme, the Government would also take necessary steps for proper convergence with PMAY-G including technical support to beneficiary through existing arrangements. The new scheme is expected to improve housing stock in the rural areas, as well as create employment opportunities in rural housing sector.
The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has approved redevelopment of residential colonies at West Ansari Nagar and Ayur Vigyan Nagar Campuses of All India Institute of Medical Sciences (AllMS), New Delhi. National Buildings Construction Corporation Limited (NBCC) will undertake the exercise to replace the existing housing stock of 1,444 dwelling units of Type I to IV with Build Up Area (BUA) of approx. 0.87 lakh sqm with approx. 3,928 dwelling units of Type II to VI with BUA of approx. 4.02 lakh sqm. It will also create social infrastructure facilities of approx. 0.65 lakh sq.mtr. including Dharamshala and approx. 0.94 lakh sq.mtr. commercial BUA.
The total estimated cost of the project is Rs.4441 crore including maintenance and operation costs for 30 years. The project shall be implemented on self-financing basis by sale of commercial space on free hold basis with no cost to the exchequer to the Government. The project will be completed in five years in a phased manner.
Background:
The present residential accommodations at West Ansari Nagar and Ayur Vigyan Nagar campuses are more than 50-60 years old and have outlived their utility. They are unsafe to live in. The rapidly deteriorating condition of these old houses entails very high expenditure on their maintenance. The existing housing stock in AllMS, New Delhi demonstrates highly inefficient use of the land. Thus, Ministry of Health and Family Welfare moved this proposal for redevelopment of existing old dilapidated housing stocks to augment the housing stock by making optimum utilization of land resources as: per Master Plan Delhi (MPD) – 2021 and using modern construction technology with green building norms and in-house solid/liquid waste management facilities.
The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given its expost-facto approval for the Memorandum of Understanding (MoU) between India and Kenya on cooperation in the field of National Housing Policy Development and Management (NHPDM). The MoU was signed on 11th July, 2016 at Nairobi during the visit of the Prime Minister of India.
Under the MoU, both the sides will collaborate on all matters relating to housing and human settlements through various strategies including training of personnel, exchange visits, expos/exhibitions, conferences and workshops.
The cooperation between the two countries will focus on upscaling slum upgradation and prevention initiatives based on the experience and implementation process of each country. They will collaborate on development and sharing of information on housing and real estate data base including market trends, best practices and investment opportunities.
It will encourage technical cooperation in facilitating access to affordable housing from locally available building materials. It will also encourage technical cooperation in development of Government/Public employee facilitated housing. This would be useful to explore ways of a delivery model towards Government employees housing scheme, including creating an enabling environment for participation in the delivery of such intended scheme by private sector players.
The Prime Minister, Shri Narendra Modi, today reviewed the progress of key infrastructure sectors. In course of the presentation made by NITI Aayog, it was noted that there has been phenomenal progress in several key sectors, including renewable energy, and railways.
In the new and renewable energy sector, the cumulative installed capacity has crossed 44 GigaWatts. Targets have been met for various components, and various projects under Centre and State policies. The Prime Minister was briefed on plans and strategies to further ramp up solar energy production, including through rooftop generation.
In the aviation sector, the Prime Minister reviewed progress made in key policy areas such as safety and connectivity. It was noted that eight Indian airports are ranked among the top 5 globally in their respective categories. The Prime Minister was also briefed on steps being taken to further boost regional connectivity, and further improve customer satisfaction indices at airports.
Indian Railways has achieved a target of daily passenger movement of 2.25 crore. 240 unmanned crossings have been eliminated in the first quarter of the current fiscal year. In the power sector, 3.5 crore LED bulbs have been distributed in the same period.
In the ports sector, there has been considerable progress in average vessel turnaround time. 6.94 lakh rural houses have been completed in the first quarter of the current fiscal year, as compared to a target of 6 lakh houses.
Reviewing the progress in the petroleum and natural gas sector, the Prime Minister sought to know the steps being taken to ramp up ethanol blending of petrol. He was informed that over 15 crore households were covered under Direct Benefit Transfer for LPG in FY16.
Top officials from various infrastructure sector Ministries, NITI Aayog, and PMO attended the meeting.
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved redevelopment of seven General Pool Residential Accommodation (GPRA) colonies i.e. Sarojini Nagar, Netaji Nagar, Nauroji Nagar through National Buildings Construction Corporation Limited (NBCC) and Kasturba Nagar, Thyagraj Nagar, Srinivaspuri and Mohammadpur through Central Public Works Department (CPWD) to replace the existing housing stock of 12,970 dwelling units of Type I to IV with Build Up Area (BUA) of approx. 7.49 lakh sqm with approx. 25,667 dwelling units of Type II to VI with BUA of approx. 29.18 lakh sqm. with supporting social infrastructure facilities.
The project will also develop Government office accommodation for nearly 2.42 lakh sqm at Netaji Nagar.
The total estimated cost of the project is Rs.32,835 crores including maintenance and operation costs for 30 years. The project shall be implemented on self-financing basis by sale of commercial BUA in Nauroji Nagar and parts of Sarojini Nagar, adjoining the Ring Road.
The project will be completed in five years in a phased manner.
Background:

Thus, Ministry of Urban Development has moved a proposal for redevelopment of existing old dilapidated housing colonies to augment the housing stock by making optimum utilization of land resources as per Master Plan Delhi (MPD) – 2021 and using modern construction technology with green building norms and in-house solid / liquid waste management facilities.
