प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में आज केंद्रीय मंत्रिमंडल ने भूमि अधिग्रहण में उचित मुआवजा एवं पारदर्शिता का अधिकार, सुधार तथा पुनर्वास अधिनियम, 2013 में कुछ संशोधनों को मंजूरी दे दी।
यह अधिनियम पहली जनवरी, 2014 को लागू हुआ। लेकिन इसे लागू करने में अनेक कठिनाईयां सामने आईं। इन कठिनाईयों को दूर करने के लिए अधिनियम में कुछ संशोधन किए गए ताकि प्रभावित परिवारों के हितों की रक्षा करने वाले प्रावधानों को और मजबूत बनाया जा सके। इसके अतिरिक्त महत्वपूर्ण राष्ट्रीय परियोजनाओं के लिए भूमि अधिग्रहण में आने वाली प्रक्रिया संबंधी कठिनाईयों को दूर करने की आवश्यकता है।
राज्यों, मंत्रालयों तथा हितधारकों से इस अधिनियम को लागू करने में आ रही कठिनाइयों की जानकारी मिली। राज्यों के राजस्व मंत्रियों तथा इसे लागू करने वाले महत्वपूर्ण मंत्रालयों से चर्चा में अनेक सुझाव आए। प्रस्तावित संशोधन किसान कल्याण के साथ-साथ देश की रणनीतिक एवं विकास आवश्यकताओं को शीघ्रता से पूरा करने के उद्देश्य को पूरा करता है।
