এক শুভেচ্ছা বার্তাত প্ৰধানমন্ত্রীয়ে কয়, “মই অতিশয় আনন্দিত, নতুন বছৰ আৰু নতুন দশকৰ শুভাৰম্ভণিতে ভাৰতে জেনেৰেল বিপিন ৰাৱাটক প্ৰথম চীফ অফ ডিফেন্স ষ্টাফ হিচাপে পালে৷ মই তেওঁক অভিনন্দন জনাইছো৷ আশা কৰো এই কামৰ দায়িত্ব তেওঁ যথাযথভাবে পালন কৰিব৷ তেওঁ অদম্য উৎসাহেৰে দেশৰ সেৱা কৰিছে৷
প্ৰথম চীফ অফ ডিফেন্স ষ্টাফ হিচাপে দায়িত্ব গ্ৰহণ অনুষ্ঠানৰ মাজতে আমাৰ জাতিৰ বাবে যিসকলে নিজৰ জীৱন উৎসর্গা কৰিলে, তেওঁলোকৰ প্ৰতিও শ্ৰদ্ধা জনাইছো৷ কার্গিলত যিসকল বীৰ সেনানীয়ে যুদ্ধ কৰিছিল, তেওঁলোককো সুঁৱৰিছো৷ ইয়াৰ পাছতে আমাৰ সেনাবাহিনীৰ সংস্কাৰৰ সন্দৰ্ভত কেতবোৰ আলোচনা হয়। সেই সূত্রে আজিৰ এই ঐতিহাসিক সিদ্ধান্তত উপনীত হ’বলৈ সক্ষম হৈছে৷
২০১৯ৰ ১৫ আগষ্টত লালকিল্লাৰ আৱেষ্টনীৰ পৰা মই ঘোষণা কৰিছিলো ভাৰতৰ এগৰাকী চীফ অফ ডিফেন্স ষ্টাফ থাকিব৷ আমাৰ প্ৰতিষ্ঠানে সেনাবাহিনীৰ আধুনিকীকৰণৰ কামত গুৰুদায়িত্ব পালন কৰিছে। দেশৰ ১৩০ কোটি লোকৰ আশা-আকাঙ্ক্ষাও ইয়াৰ দ্বাৰই প্ৰতিফলিত হ’ব৷
প্ৰতিৰক্ষা পৰিক্ৰমা বিভাগ গঠনৰ লগতে সামৰিক বাহিনীত বিশেষজ্ঞ তথা চীফ অফ ডিফেন্স ষ্টাফ প্ৰতিষ্ঠানিকতা কৰাটো অতি গুৰুত্বপূর্ণ। ইয়াৰ ফলত আধুনিক যুদ্ধ ৰীতি-নীতিৰ যিবোৰ পৰিৱৰ্তন দেশৰ সন্মুখলৈ আহিছে, তাৰো মোকাবিলা কৰাৰ ক্ষেত্ৰত সুবিধা হ’ব৷”
