പ്രധാനമന്ത്രി ശ്രീ. നരേന്ദ്ര മോദിയുടെ അധ്യക്ഷതയില് ചേര്ന്ന കേന്ദ്ര മന്ത്രിസഭാ യോഗം ഹൈഡ്രോ കാര്ബണ് പര്യവേഷണ ലൈസന്സിംഗ് നയത്തിന് (ഹെല്പ്പ്) അംഗീകാരം നല്കി.
ഇതിന്റെ പ്രധാന സവിശേഷതകള് ഇവയാണ്:
1. എല്ലാത്തരം ഹൈഡ്രോകാര്ബണുകള്ക്കും സമാനമായ പര്യാവേഷണ ലൈസന്സ്.
2.പ്രദേശത്തിന്റെ ഏക്കറേജില് തുറന്ന സമീപനം.
3. ആദായം പങ്കിടലിന് എളുപ്പത്തില് കൈകാര്യം ചെയ്യാവുന്ന മാതൃക.
4. ഉദലാപാദിപ്പിക്കുന്ന ക്രൂഡ് ഓയിലും പ്രകൃതി വാതകവും വിപണനം ചെയ്യുന്നതിനും വില നിര്ണ്ണയത്തിനുള്ള സ്വാതന്ത്ര്യം
ഈ തീരുമാനം ആഭ്യന്തര എണ്ണ- വാതക ഉല്പാദനം വര്ദ്ധിപ്പിക്കാന് സഹായകമാകും. ഈ മേഖലയില് ഗണ്യമായ നിക്ഷേപത്തിനും അതു വഴി വന് തോഴില് തൊഴിലവസരങ്ങള് സൃഷ്ടിക്കാനും വഴിയൊരുങ്ങും.
ഭരണപരമായ വിവേചനം അവസാനിപ്പിച്ച് സുതാര്യത വര്ദ്ധിപ്പിക്കുന്നതിനും ലക്ഷ്യമിടുന്നതാണ് നയം.
